Will you be pissed off when you turn down two groups of people who invited you to dinner with them to go meet the third group of people and they have issues being on time, as well as having issues prioritising their time. When you specifically gave them priority above the other two groups of people, they do not give a damn and still take their own sweet time minding about their own business. Even with the ease of access (not by taking the public transport), they still can be late.

It happened not just once, not twice, but many many times! Don't these people know how to learn from mistakes. With a head so small trying to wear a hat so big. Don't make people empty promises and timings that you cannot achieve. Or the least, TRY to achieve. If other things are more important, then don't make even more arrangements that you cannot reach.
